    In the past few years, there has been a solid understanding to K-stability from an algebraic viewpoint, and it turns out that K-stability is a suitable concept to construct moduli space of Fano varieties. This article confirms an important ingredient to construct the moduli space, that is, openness property of K-stability. More concretely, for a family of Fano varieties, the K-semistable fibers form an open subset of the base. This openness leads to an important conclusion that there exists an Artin stack of finite type to parametrize the K-semistable Fano varieties with fixed dimension and volume. The key point to the proof is to confirm the constructibility of the set of delta invariants for a given family of Fano varieties. Then combine the lower semi-continuity of delta invariants proved before by Blum-Liu, one concludes the openness. To confirm the constructibility, some new ideas are introduced here. In particularly, they apply Birkar's existence of bounded complements to show that delta invariants can be approximated by lc places of bounded complements. This leads to a good stractification of the base of the family, which leads to the constructibility.
