Let \(t\) be a positive integer. In the paper the author investigates the existence and characterization of such \(d\) such that the following congruence \[ \frac{1}{t}\sum_{s=0}^{t-1}\binom{n+d\zeta_{t}^{s}}{d-1}\equiv\binom{n-1}{d}\pmod{d} \] holds for each \(n\). The main result states that if \(d\) has a prime divisor \(\ge t\), then the above congruence holds for each \(n\in\mathbb{Z}\) if and only if \(d=p^{r}\), where \(p\) is a prime number and \(r\leq t\). This generalizes earlier findings of \textit{P. Miska} and \textit{M. Ulas} [Monatsh. Math. 192, No. 1, 125--183 (2020; Zbl 1442.11052)] related to the case \(t=2\). In the second part of the paper, some results concerning the case excluded cases are presented.
