For irreducible admissible generic representations of \(\operatorname{GL}_r\) over a non-archimedean field, there is a nice theory of new vectors. Given such \(\pi\), there is a compact subgroup \(K\) determined by the conductor of \(\pi\), such that there is a unique (up to scalar multiple) vector fixed by \(K\). From this new vector one can also construct old vectors through level raising operators. It is conjectured that a similar theory for new vector holds for \(\operatorname{SO}(2n+1)\). In this paper this conjecture is stated explicitly and credited to \textit{P.-Y. Tsai} [J. Number Theory 161, 75--87 (2016; Zbl 1396.11065)]. Tsai has shown for supercuspidal representations, there is a unique (up to scalar multiple) new vector. This paper assumes the conjecture that the space of new vector is one-dimensional. The author provides the level raising operators that constructs the spaces of old vectors. It is shown that the dimension of the space of old vectors constructed matches the conjectured dimension of old vectors. Another objective of the paper is an explicit computation of the local Rankin-Selberg integral defined by Gelbart-Piatetski-Shapiro [\textit{S. Gelbart} et al., Explicit constructions of automorphic \(L\)-functions. Lect. Not. Math. 1254 (1987; Zbl 0612.10022)], Ginzburg and Soudry for the \(L\)-function \(L(\pi\otimes\tau,s)\) where \(\pi\) is on \(\operatorname{SO}(2n+1)\) and \(\tau\) is on \(\operatorname{GL}_r\) with \(r\leq n\). When the data chosen are the new vectors, it is shown the local integral equal to \(\frac{L(\pi\otimes\tau,s)}{L(\tau,\wedge^2,2s)}\). The integral is also calculated for the case when the data is given by old vectors.
