    Contractible and aspherical homogeneous Sasaki manifolds \(G/H\) and the corresponding compact locally homogeneous Sasaki manifolds \(\Gamma \backslash G/H\) are investigated (where \(\Gamma\) is some lattice in \(G\) such that \(\Gamma \backslash G/H\) is a manifold). The main results are as follows. Structure results on locally homogeneous aspherical Sasaki manifolds and their isometry groups are proved. In particular it is proved that a compact locally homogeneous aspherical Sasaki manifold \(\Gamma\backslash G/H\) is an \(S^1\)-Seifert bundle over a locally homogeneous aspherical Kähler orbifold. Then it is proved that if \(G\) is a unimodular contractible Sasaki Lie group, then as a Sasaki Lie group \(G\) is admits a pseudo-Hermitian isomorphism to a nilpotent Lie group \(N(k,l)\) (which is a modification of a Heisenberg nilpotent Lie group) or to \(\widetilde {SL(2, \mathbb R)}\) (which universally covers the Lie group \(SL(2, \mathbb R)\)) with some standard Sasaki structure. Also a classification of all aspherical Sasaki homogeneous spaces for semisimple Lie groups is given.
