In the present paper, the authors prove a minimal modularity lifting theorem for Galois representations (conjecturally) associated to Siegel modular forms $\pi$ for the group $\mathrm{GSp}_4/\mathbb{Q}$ such that $\pi_{\infty}$ is a holomorphic limit of discrete series. As an application, they establish some cases of the Bloch-Kato conjecture for adjoint motives of modular abelian surfaces. Note that comparing with the classical elliptic modular forms, there is some difficulty in the Siegel modular forms of genus two. One is that the Fourier expansions of Siegel modular forms are not determined by the Hecke eigenvalues. This is a difficulty which must be overcome. The authors are forced to prove various properties of Fourier expansions of Hecke eigenforms.
