    It is a now-classical result of \textit{R. Brown} and \textit{C. B. Spencer} [Nederl. Akad. Wet., Proc., Ser. A 79, 296--302 (1976; Zbl 0333.55011)] that crossed modules of groups correspond to internal categories within the category of groups. Numerous generalisations of this, and related results, are now known, for instance, internal groups in a semi-abelian category correspond to an appropriate notion of crossed module adapted to that context; see [\textit{G. Janelidze}, Georgian Math. J. 10, No. 1, 99--114 (2003; Zbl 1069.18009)]. There are, however, several useful application of analogues of crossed modules in other contexts not covered by those results on semi-abelian categories. In this paper, which is the second of a series of three (see [\textit{G. Böhm}, Appl. Categ. Struct. 27, No. 6, 641--662 (2019; Zbl 1430.18003); Appl. Categ. Struct. 29, No. 1, 1--29 (2021; Zbl 1475.18016)]), the author provides a categorical context in which crossed modules of monoids, relative to an `admissible' class of spans, can be defined and proves their equivalence with the relative internal categories introduced in Part I of this series of papers. This allows several interesting examples to be handled that previously were not included in the available theoretic framework.
