Minimal complex surfaces of general type with \(p_g=0\) and \(K^2=7\) have not been classified yet, although some families of examples are known. The first example is due to \textit{M. Inoue} [Tokyo J. Math. 17, No. 2, 295--319 (1994; Zbl 0836.14020)], it can be described as a \(Z_2\times Z_2\)-cover of a nodal rational surface and has bicanonical map of degree 2 [\textit{M. Mendes Lopes} and \textit{R. Pardini}, Bull. Lond. Math. Soc. 33, No. 3, 265--274 (2001; Zbl 1075.14514)]. The possible \(Z_2\times Z_2\) actions on a minimal surfaces with \(p_g=0\) and \(K^2=7\) have been studied in [\textit{Y. Lee} and \textit{Y. Shin}, Osaka J. Math. 51, No. 1, 121--141 (2014; Zbl 1288.14025)]: they fall into 3 types according to the numerical properties of the irreducible 1-dimensional components of the fixed point set of the involutions. The Inoue surfaces correspond to one case and the surfaces corresponding to another case are precisely those constructed in [\textit{Y. Chen}, Math. Z. 275, No. 3--4, 1275--1286 (2013; Zbl 1282.14067)]. In this paper, the authors show that the remaining case also occurs, by constructing a 2-dimensional family of examples. They also show that these surfaces are contained in an irreducible component of the moduli space distinct from the already known ones.
