    Let \(C_0(M)\) be the space of continuous functions defined on \(M\), a smooth connected Riemannian manifold, and vanishing at infinity. Let \(\mathcal{H}(M)\) be the space of \(C_0(M)\)-valued operators on \(C_0(M)\). The authors state that there is \((P_U)_{U\in\mathcal{U}}\), a class of operators defined on \(C_0(M)\) where \(\mathcal{U}\) is an open/precompact cover of \(M\), satisfying the following conditions: \((P_U)_{U\in\mathcal{U}}\) is locally finite, each \(P_U\) belonging to \(\mathcal{H}(M)\) is localised on \(U\in\mathcal{U}\), \(P_U\) is an orthogonal projection on \(L_2(M)\), and the projections \((P_U)_{U\in\mathcal{U}}\) are pairwise orthogonal and \(P_{U_1}\circ P_{U_2}=0\) whenever \(U_1\neq U_2\) and \( \sum_{U\in\mathcal{U}}P_U= \mathrm{Id}_{L_2(M)}\) (Theorem~1.1). Among the techniques used for the proof, the authors employ known results of Morse theory.
