The author characterizes the Ulrich bundles on polarized Hirzebruch surfaces as the kernel (resp. the cokernel) of a surjective (resp. injective) map of totally decomposed vector bundles. Conversely, it is shown that for the kernel or cokernel of such a map to be an Ulrich bundle, the vanishing of some cohomological groups are necessary. In particular, the existence of Ulrich bundle for any admissible rank and Chern class is proved. Moreover, the features of the moduli space of stable Ulrich bundle with prescribed first and second Chern class are described. Reviewer's remark: On p. 63, \S 3, first line, in definition of \(M_h(r,c_1,c_2)\), one has to replace ``rank two'' with ``rank \(r\)''.
