A nondegenerate indefinite quadratic form \(Q\) on \(\mathbb{R}^{n}\) is irrational if it is not proportional to a quadratic form with integer coefficients. \textit{G. A. Margulis} [in: Number theory, trace formulas and discrete groups. 377--398 (1989; Zbl 0675.10010)] resolved an old conjecture of Oppenheim that for an irrational, indefinite, nondegenerate quadratic form \( Q\) in \(n \geq 3\) variables, \( Q(\mathbb{Z}^{n})\) is dense in \(\mathbb{R}\). \textit{S. G. Dani} and \textit{G. A. Margulis} [Math. Ann. 286, No. 1--3, 101--128 (1990; Zbl 0679.22007)] proved that for a 3 variable quadratic form \(Q\) and a linear form \(L\), \(\{(Q(x), L(x)) : x \in \mathbb{Z}^{3}\}\) is dense in \(\mathbb{R}^{2}\) if no nonzero linear combination of \( Q\) and \(L^2\) is rational, and the plane \(\{L = 0\}\) is tangent to the surface \(\{Q = 0\}\). \textit{S. G. Dani} and \textit{G. A. Margulis} [Adv. Sov. Math. 16, 91--137 (1993; Zbl 0814.22003)] proved that if the surface \(\{Q = 0\}\) and the plane \(\{L = 0\}\) intersect transversally, the density can fail for a set pairs of full Hausdorff dimension. \textit{A. Gorodnik} [Trans. Am. Math. Soc. 356, No. 11, 4447--4463 (2004; Zbl 1051.11034)] studied pairs comprising a quadratic and linear form in dimensions greater than 3 thereby generalising the work of Dani and Margulis. In a related direction, \textit{Y. Lazar} [J. Number Theory 181, 200--217 (2017; Zbl 1406.11027)] studied the density of a pair comprising a quadratic and linear form at S-integer points. \textit{O. Sargent} [J. Number Theory 143, 363--384 (2014; Zbl 1319.11044)], studied the density of linear forms at integer points on a quadratic surface. In this paper, the values taken at integer points for a pair consisting of an inhomogeneous quadratic form and a linear form in 3 variables has been studied using the strategy of Margulis and dynamics of group actions on the space of affine lattices in \(\mathbb{R}^{3}\).
