    In this paper, a new kind of Triebel-Lizorkin-type spaces with variable smoothness and integrability, \(\mathcal{F}^{\alpha(\cdot),\tau(\cdot)}_{p(\cdot),q(\cdot)}\), is introduced. This space is defined as the set of all tempered distributions \(f\) so that \[\|f\|_{\mathcal{F}^{\alpha(\cdot),\tau(\cdot)}_{p(\cdot),q(\cdot)}}=\sup_{P\in \mathcal{Q}}\left\|\left(\frac{2^{v\alpha(\cdot)}\varphi_v \ast f}{|P|^{\tau(\cdot)}}\right)_{v\ge \max\{0,v_P\} }\right\|_{L^{p(\cdot)}(\ell^{q(\cdot)})}\] is finite, where the supremum is taken over all dyadic cubes \(P\) with side-length \(2^{-v_P}\), and \(\{\varphi_v\}_v\) is related to a well-known sequence of dyadic partitions of unity. Comparing with another variable Triebel-Lizorkin-type space introduced in [\textit{D.-C. Yang} et al., Banach J. Math. Anal. 9, No. 4, 146--202 (2015; Zbl 1339.46040)], the author of this paper uses a different way to give a variable variant of the term \(\frac1{|P|^\tau}\) in the Triebel-Lizorkin-type space \({F}^{\alpha,\tau}_{p,q}\) with constant parameters. The author proves that the space \(\mathcal{F}^{\alpha(\cdot),\tau(\cdot)}_{p(\cdot),q(\cdot)}\) is well-defined, by establishing its \(\varphi\)-transform characterization in the sense of \textit{M. Frazier} and \textit{B. Jawerth} [Indiana Univ. Math. J. 34, 777--799 (1985; Zbl 0551.46018); J. Funct. Anal. 93, No. 1, 34--170 (1990; Zbl 0716.46031)]. The atomic characterization and the Sobolev type embeddings for these function spaces are also obtained.
