The author considers closed subschemes \(T\) of codimension two in the projective plane. Given homogeneous polynomials \(F_a\), \(F_b\) and \(F_c\), of degrees \(a, b, c\) in \(k[x_0, \dots, x_n]\), where \(k\) is an algebraically closed field of characteristic zero, the ideal \(J = (F_a, F_b, F_c)\) is said to be a \textit{quasi complete intersection} if we obtain an exact sequence \(0\rightarrow E \rightarrow\mathcal{O}(c-a)\oplus\mathcal{O}(c-b)\oplus\mathcal{O}\rightarrow\mathcal{I}_T(c)\rightarrow0\), where \(\mathcal{I}_T\) is the ideal sheaf of the codimension two subscheme \(\mathcal{T}\) and \(E\) a rank two vector bundle. Furthermore, if we let \(t = h^0\) \((\mathcal{O_T})\) and \(r=\min [k|h^0(E(k))\neq 0]\), in the main theorem of the present paper the author proves several bounds of \(t\) expressed in terms of \(a, b, c\) and \(r\). For \(C\) a reduced singular plane curve and \(\Sigma\) the Jacobian singular scheme of \(C\), the global Tjurina number is defined to be \(\tau(C)=h^0(\mathcal{O}_\Sigma)\). The author shows that his main theorem implies the theorem of du Plessis and Wall on the global Tjurina number of plane curves [\textit{A. A. Du Plessis} and \textit{C. T. C. Wall}, Math. Proc. Camb. Philos. Soc. 126, No. 2, 259--266 (1999; Zbl 0926.14012); \textit{V. Beorchia} and \textit{Ph. Ellia}, Arch. Math. 70, No. 3, 244--249 (1998; Zbl 0915.14018)].
