The author considers in the space \(H = L^2 (G)\) an operator \(L\) generated by the differential operation \[ \begin{array}{l} ly = y'' + p_1( x)y' + p_2( x )y,\quad x \in G = (0,1], \\ p_1 \in C(G),\,\,p_2 \in L^1 (G) \\ \end{array} \] on the set of functions \(D := \{ y \in H: y \in W_2^2 \left( G \right) \cap N\left( U \right),\,ly \in H\}\); here \(W_2^2 ( G ) = \{ y( x ) \in H:y \in AC^2 \left( {\bar G} \right),\,y'' \in H\}\) : \(AC^k\left( {\bar G} \right)\), \(k = 1,2\), is the class of functions \(f(x)\) that are absolutely continuous together with \(f^{(k - 1)} \left( x \right)\) on the interval \( \bar G\), and \( N\left( U \right)\) is the kernel of the functional \(U:W_2^2 \left( G \right) \to C^2 \) acting by the rule \[ U(y) = \int\limits_0^1 {y'}( x)\,d\nu _1( x ) + \int\limits_0^1 y( x)\,d\nu _2( x),\quad \nu _k = \begin{pmatrix} \nu _{k1} \\ \nu _{k2} \end{pmatrix},\,\,k = 1,2. \] where \(\nu _{kj}\) are functions of bounded variation on \({\bar G} ,\) that are right continuous at each point of \(G\). The functions \(p_k( x ),\nu _{kj}( x )\), \(k = 1,2\), are complex-valued. The aim of this work is to investigate the basis properties in the space \(H\) for the system of root functions of the above-introduced operator \(L\).
