This paper is a contribution to the harmonic analysis of `aperiodic order', intermediate between random and periodic behaviour. Examples (model sets) arise from the cut-and-project schemes introduced by \textit{Y. Meyer} [``Algebraic numbers and harmonic analysis''. Amsterdam: North-Holland (1972; Zbl 0267.43001)]; cut-and-project schemes have also been used in theoretical investigations of physical quasicrystals -- see \textit{D. Levine} and \textit{P. J. Steinhardt} [Phys. Rev. Lett. 53, 2477--2480 (1984)]. This paper develops a cut-and-project scheme for measures as opposed to sets, and goes on to study the resulting dynamical systems. In the case of sufficiently smooth weight functions, the measures produced are strongly almost periodic and the corresponding dynamical systems are shown to be strictly ergodic with pure point spectrum. This work unifies and extends earlier work of \textit{A. Hof} [Commun. Math. Phys. 169, No.~1, 25--43 (1995; Zbl 0821.60099)] and \textit{C. Richard} [J. Math. Phys. 44, No.~10, 4436--4449 (2003; Zbl 1062.52022)].
