The purpose of this paper is to study spectral properties of non-self-adjoint Schrödinger operators $H=H_0+V, H_0=-\Delta-\frac{(n-2)^2}{4|x|^{2}}$ in $L^2({\mathbb R}^n), n\geq 3$ with complex-valued potentials. It is assumed that potential $V$ belongs to the weak $L^p$-space $L^{p,\infty}({\mathbb R}^n), pn/2$ and operator $|V|^{1/2}(H_0+1)^{-1}$ is compact. \par One of the main result in this paper is the following Keller type inequality which measure the radius of a disc containing the discrete spectrum $\sigma_d$, in terms of the $L^{p,\infty}$ norm of $V$. \par If $\gamma 0$, then any $E \in \sigma_d(H_0 + V)$ satisfies \[ |E|^{\min(\gamma,1/2)} \mathrm{dist}(E,[0,\infty))^{(\gamma-1/2)_+}\le C_{\gamma,n}\|{V}\|_{L^{n/2+\gamma,\infty}({\mathbb R}^n)}^{n/2+\gamma}. \] An analogous inequality involving a mixed norm \[ \|V\|_{L^{p,\infty}_rL^\infty_\omega({\mathbb R}^n)}:=\|\|V\|_{L^\infty({\mathbb S}^{n-1})}\|_{L^{p,\infty}({\mathbb R}_+,r^{n-1}dr)} \] is also proved. \par Subcritical case (i.e. the unperturbed Hamiltonian is bounded from below by $-\delta \Delta$ with some $0 \delta 1$) is also investigated. In this situation similar inequalities are proved with $\delta$-dependent constants. \par The main new ingredient in the proof is the uniform Sobolev inequality of Kenig-Ruiz-Sogge type (see [\textit{C. E. Kenig} et al., Duke Math. J. 55, 329--347 (1987; Zbl 0644.35012)]) for Schrödinger operators with strongly singular potentials, which is of independent interest.
