    Let \(A\) be the Laplace operator \(Af=f''\) equipped with an integral condition and acting in the Banach space \(C[0,1]\). It is shown that \(A\) is the generator of a cosine family preserving the first two moments (i.e., \(\int_0^1f\) and \(\int_0^1xf\)) iff \(A\) is equipped with boundary conditions \(f'(0)=f'(1)=f(1)-f(0)\). It is given a construction for this cosine family \(C(t)\) by means of an abstract Kelvin formula. It is proved that the operator \(A\) with such type of boundary conditions is the generator of a \(C_0\)-semigroup preserving the first two moments as well. The cosine family \(C(t)\) leaves invariant subspaces of even and odd functions (with respect to \(1/2\)) and the restriction of \(C(t)\) on the subspace of even functions is contractive. It is proved that the semigroup \(e^{tA}\), generated by the operator \(A\), has a strong limit \(\lim_{t\to+\infty}e^{tA}=P\), where \(P\) is a rank 2 projection on the linear span of functions 1 and \(x\).
