    The authors consider the general kernel operator \[ Tf(x)=\int_{\mathbb R^ n}K(x,y)f(y)\,dy, \qquad x\not\in\text{supp}\, f, \] where \(K\) is a~distributional kernel satisfying \[ | K(x,y)| \leq\frac{A}{| x-y| ^{n+\alpha}}, \] whenever \(x\neq y\) for some \(\alpha\geq0\). They focus on the problem of characterizing conditional two-weight estimates for such an operator. The paper is deep and thorough and contains several results in the mentioned direction, various interesting related results, and plenty of examples. The authors first establish a~set of very general theorems that do not require any further restriction than \(\alpha\geq 0\). These include, namely, a~sufficient condition for \(T\) to be of a~two-weight strong type \((p,p)\), i.e., a~sufficient condition for the boundedness of \(T\) from a~weighted Lebesgue space \(L^ p_w\) into another one, \(L^ p_v\), an~analogous result for the case when the target space is replaced by the weak Lebesgue (or Marcinkiewicz) space, that is, a~sufficient condition for \(T\) be of a~two-weight weak type \((p,p)\), and, finally, the establishment of certain local properties of \(T\). A particular attention is paid to the case when \(\alpha=0\). Although the necessary conditions in this generality do not meet their sufficient counterparts, the authors list several model operators for which the conditions do meet, including important operators of Fourier analysis such as the Hilbert and Riesz transforms, Calderón--Zygmund singular integrals, oscillatory singular integrals and strongly singular integrals. Proofs are based on two-weight inequalities for Hardy operators and on known weighted estimates for singular integral operators.
