The authors propose a new systematic study of the covering property at a positive-order rate of a multifunction between normed spaces, the metric regularity property of positive order, and the Hölder-like continuity property of the inverse mapping. They obtain equivalences between these properties. The obtained results develop some aspects of the corresponding results of \textit{J.--P.\thinspace Penot} [Nonlinear Anal., Theory Methods Appl.\ 13, 629--643 (1989; Zbl 0687.54015)], \textit{J.\,M.\thinspace Borwein} and \textit{D.\,M.\thinspace Zhuang} [J.~Math.\ Anal.\ Appl.\ 134, 441--459 (1988; Zbl 0654.49004)], \textit{H.\,Frankowska} [Ann.\ Inst.\ H.\ Poincaré Anal.\ Non Linéaire 7, 183--234 (1990; Zbl 0727.26014)], \textit{B.\,S.\thinspace Mordukhovich} [Trans.\ Am.\ Math.\ Soc.\ 340, 1--35 (1993; Zbl 0791.49018), ``Variational analysis and generalized differentiation.\ I:\ Basic theory'' (Grundlehren 330/331; Berlin:\ Springer--Verlag) (2006; Zbl 1100.49002)], and \textit{L.\,I.\thinspace Minchenko} [J.~Math.\ Sci.\ 116, 3266--3302 (2003; Zbl 1056.49021)]. In particular, the order \(p\) of the covering property is allowed to be any positive number and the assumption on the completeness of the graph of the multifunction in question, which is used in the proofs by Borwein and Zhuang, is omitted. Besides, the authors derive some formulas describing the relationships among the moduli of the local (and semi-local) covering property at a positive-order rate, the metric regularity property of positive order, and the Hölder-like continuity property of the inverse mapping. The authors also propose a new notion called positive-order variational coderivative and use it to establish necessary conditions for the covering property at a positive-order rate of multifunctions. As a byproduct, the authors obtain necessary conditions for the metric regularity of positive order of a given multifunction and also for the Hölder-like continuity property of its inverse mapping. Finally, the authors discuss some known necessary and sufficient conditions for the covering property at a positive-order rate of multifunctions and the Hölder-like continuity of inverse mappings, which are formulated in terms of positive-order variations, a concept introduced by \textit{H.\,Frankowska} in [J.~Math.\ Anal.\ Appl.\ 127, 172--180 (1987; Zbl 0643.46034)].
