    CB-effect algebras (in full, compression-base effect algebras) were introduced by \textit{S. Gudder} in [Demonstr. Math. 39, No. 1, 43--54 (2006; Zbl 1098.03073)]. The main purpose of the paper under review is to motivate, and explain, the following thesis: A physical system under experimental investigation and governed by a scientific theory (which may be subject to modification in the light of new experimental evidence) is represented by a CB-effect algebra. In particular, the author shows how the ingredients of the theory as listed in the title are represented in the language of CB-effect algebras. The relevant basic concepts are concisely reviewed in the paper, but it does not contain any new mathematical results.
