      Let \(L\) be a locally convex algebra over \(\mathbb C\), \(J\) a Fréchet operator ideal, \(A=L\hat{\otimes}J\), where \(\hat{\otimes}\) denotes the projective tensor product. The main result is the six-term exact sequence relating algebraic and topological \(K\)-theory with algebraic cyclic homology of \(A\): \[ \begin{matrix} K_1^{\text{top}}(A)&\longrightarrow&HC_{2n-1}(A)&\longrightarrow&K_{2n}(A)\\ \uparrow&&&&\downarrow\\ K_{2n-1}(A)&\longleftarrow&HC_{2n-2}(A)&\longleftarrow&K_0^{\text{top}}(A),\end{matrix} \] where \(K_*\) is algebraic \(K\)-theory, algebraic cyclic homology groups \(HC_*\) are taken over \(\mathbb Q\) and topological \(K\)-theory \(K_*^{\text{top}}\) is defined in terms of Cuntz' bivariant \(K\)-theory. It is also shown that all other possible definitions of topological \(K\)-theory \(K_*^{\text{top}}\) for locally convex algebras coincide for \(A\). If \(J\) is the ideal of all compact operators and \(L\) is a unital Banach algebra then \(HC_*(A)\) vanishes, giving thus a new proof of Karoubi's conjecture \(K_*(A)=K_*^{\text{top}}(A)\). The paper contains also results on diffeotopy invariance, harmonic operator ideals etc.
