For a Tychonoff space \(X\) the author studies some network properties of the space \(C_{\downarrow F}(X)\) of continuous functions from \(X\) to \(\mathbb R\) endowed with the Fell hypograph topology, which is the subspace \(\{\{(x,y)\in X\times \mathbb R: y\le f(x)\}: f\in C(X)\}\) of the nonempty closed subsets of \(X\times \mathbb R\) endowed with the Fell topology. Extending results of \textit{R. A. McCoy} and \textit{I. Ntantu} [Boll. Unione Mat. Ital., VII. Ser., B 6, No. 3, 507--532 (1992; Zbl 0793.54012)], the author characterizes when \(C_{\downarrow F}(X)\) is a \(\mathfrak B_0\)-space; namely, in the main theorem it is proven that \(C_{\downarrow F}(X)\) is cosmic iff \(C_{\downarrow F}(X)\) is an \(\aleph_0\)-space iff \(C_{\downarrow F}(X)\) is a \(\mathfrak B_0\)-space iff \(X\) is a weakly locally compact \(\aleph_0\)-space.
