    The main result of the paper is the following Theorem. Let \(A\) be an infinite dimensional, separable, simple, unital, nuclear \(C^*\)-algebra. Then the following statements are equivalent: \begin{itemize} \item[(1)] \(A\) has finite nuclear dimension (which in this case is \(0\) or \(1\)); \item[(2)] \(A\) is \(\mathcal Z\)-stable, i.e., \(A=A\otimes\mathcal Z\), where \(\mathcal Z\) denotes the Jiang-Su algebra. \end{itemize} This implies that separable, simple, unital, nuclear, \(\mathcal Z\)-stable \(C^*\)-algebras in the UCT class are classified by their Elliott invariants, which brings large classes of \(C^*\)-algebras associated to free and minimal actions of amenable groups on finite dimensional spaces within the scope of the Elliott classification programme.
