At present, there exists an extensive literature in the study of non-orthogonal expansions on the broader class of stratified Lie groups, where instead of the Plancherel transform, a natural geometric structure is used to construct frames and obtain sampling theorems. In this paper, the authors consider a class of nilpotent groups distinct from the stratified groups. Starting from a simply connected nilpotent Lie group \(\mathcal{N}\), they say that \(\mathcal{N}\) is an \textit{\(SI/Z\) group} if almost all of its irreducible representations are square-integrable modulo the center of the group. The authors prove that for this class of groups, the Plancherel transform together with the periodization can be used to prove characterizations of frames and Riesz bases in shift invariant spaces that mirror the well-known characterization in the Euclidean case. They also illustrate their results by some examples, including the Heisenberg group.
