The authors discuss the title problem (where ``tori'' is the plural of ``torus''). In the beginning paragraphs they summarize the focus of the paper as: ``\dots the problem of persistence of lower-dimensional tori problem of persistence of lower-dimensional tori for nearly integrable Hamiltonian systems without assumptions of non-degeneracy on the perturbation''. Specifically, they examine an unperturbed Hamiltonian with a small perturbed addition. They show that without any non-degeneracy condition on the forcing function, there exists at least one quasi-periodic solution with the same frequency as the forcing function. They prove this both informally and then formally. The majority of the paper is the formal analysis containing numerous lemmas and brief remarks. The paper is theoretical and mathematical in style. It should therefore primarily be of interest to theoreticians and mathematicians working in nonlinear systems.
