Spherical needlets, which form a Parseval (= normalized tight) frame on the sphere, were introduced in \textit{F. Narcowich}, \textit{P. Petrushev} and \textit{J. Ward} [J. Funct. Anal. 238, No. 2, 530--564 (2006; Zbl 1114.46026)] and have found fruitful applications in the analysis of cosmic microwave background temperature data. In this paper, the authors construct band-limited Parseval frames, which are highly localized in space and frequency, on compact homogeneous manifolds. The Laplace-Beltrami operator is used to construct these frames. Then Besov spaces are characterized by the size of frame coefficients.
