Reynolds algebras originated from the renowned work of \textit{O. Reynolds} [Philos. Trans. R. Soc. Lond., A 186, 123--164 (1895; JFM 26.0872.02)] on turbulence theory. This subject has attracted broad interests in recent years. By applying the method of Gröbner-Shirshov bases, this paper constructs free commutative Reynolds algebras, responding to a problem posed by \textit{G. Birkhoff} [Proc. Sympos. Pure Math. 2, 155--184 (1961; Zbl 0101.27201)]. First, the paper presents a free commutative Reynolds algebra as a quotient of a free commutative operated algebra. Then the authors establish the composition-diamond lemma for unitary commutative operated algebras. Finally, a linear basis of the free commutative Reynolds algebra is obtained by showing that the operated ideal generated by the Reynolds identity possesses a Gröbner-Shirshov basis.
