The authors consider the equivariant Hilbert scheme, denoted by \(\text{Hilb}^r[\mathbb{A}_2/G]\), of points on the affine plane that parametrize \(G\)-equivariant subschemes, where \(G\) is a finite cyclic subgroup of \(\text{GL}_2\) of order \(n\). The action of \(G=G_{a,b;n}\) on \(\mathbb{A}_2\) is given by \((x,y) \rightarrow (\zeta^ax,\zeta^by)\), where \(\zeta\) is a primitive \(n\)-th root of unity and \(\text{gcd}(a, b) = 1\). The main result is that if \(ab>0\), then the compactly supported Betti numbers of \(\text{Hilb}^r[\mathbb{A}_2/G_{a,b;n}]\) and \(\text{Hilb}^r[\mathbb{A}_2/G_{a,b;n+ab}]\) are equal for all \(r>0\) and \(n>rab\). The proof is based on combinatorics of balanced partitions.
