    Let \(V(\phi)=\{\sum_{n\in \mathbb{Z}} c_k \phi(\cdot -k):\,\, \{c_k\}\in \ell^2(\mathbb{Z}) \}\) and suppose that \(\{\phi(\cdot-k)\}\) forms a Riesz basis for \(V(\phi)\), that is, the \(L^2\)-norm of \(\sum_{n\in \mathbb{Z}} c_k \phi(\cdot -k)\) is equivalent to the \(\ell^2\)-norm of \(\{c_k\}\). This work studies the relationships between sampling formulas for functions in \(V(\phi)\) and regularity properties of \(\phi\). In particular, sampling criteria for perturbed lattices are studied. The main result is as follows. Suppose that (1) \(\phi\) is continuous, \(\bar\phi(-x)=\phi(x)\) for \(x\in\mathbb{R}\), and the sequence \(m_n =\sup_{t\in [0,1]} |\phi(t -n)| (1+|t -n|^\alpha)\) belongs to \(\ell^p(\mathbb{Z})\) for some \(p\in [1,\infty]\) and some \(\alpha>1/p'\) where \(p'\) is the conjugate exponent of \(p\), and (2) the \(2\pi\)-periodic function \(\Phi(\gamma)=\sum_{n\in\mathbb{Z}} \phi(n) e^{-in \gamma}\) has no zeros in \([-\pi,\pi]\). Let \(\delta\) be the infimum of those \(x\) such that \(G(x)=\sum_{n\in\mathbb{Z}} \sup_{|y|\leq x} |\phi(y+n)-\phi(n)|\) is larger than the infimum of \(\Phi\) on \([-\pi,\pi]\). Assume \(\delta<1/2\). If \(\{\delta_n\}\subset [-\delta,\delta]\) then the sampling set \(\{n+\delta_n\}_{n\in\mathbb{Z}}\) is a set of stable sampling for \(V(\phi)\). That is, there are constants \(A\) and \(B\) such that \(A\sum |f(n+\delta_n)|^2\leq \|f\|^2\leq B\sum |f(n+\delta_n)|^2\) whenever \(f\in V(\phi)\). A reconstruction formula is provided. Numerical reconstruction of finite-dimensional approximants and jitter errors are also studied.
