This paper investigates a perturbational equivalence problem for linear relations in \(\mathbb{C}{^n}\), with the goal of characterizing when two such relations, \(S\) and \(T\), can be transformed via strict equivalence into \(\tilde S\) and \(\tilde T\) which differ by a one-dimensional perturbation. The aim of the authors is to \Ncharacterize the existence of \Nlinear relations \(\tilde{S}\) and \(\tilde{T}\) in \(\mathbb{C}^n\) such that \N\(\tilde{S} \;\text{s.e.}\;\sim S\) and \(\tilde{T} \;\text{s.e.}\;\sim T\), \Nand moreover \(\tilde{S}\) and \(\tilde{T}\) differ by a one-dimensional perturbation, that is,\N\[\N\max\bigl\{ \dim(\tilde{S}/(\tilde{S}\cap \tilde{T})), \;\N \dim(\tilde{T}/(\tilde{S}\cap \tilde{T})) \bigr\} = 1.\N\]\NThe novelty lies in expressing this condition in terms of the Weyr characteristics of \(S\) and \(T\). To solve the problem consists in reducing it to a matrix pencil completion problem, linking it to the theory of rank-one perturbations. The approach relies on existing results, showing how tools from matrix pencil theory can illuminate structure-preserving perturbations of linear relations. This contributes a precise characterization to a nuanced problem in linear algebra, with potential implications for operator theory and numerical analysis.
