      The paper extends Carter's notion of admissible diagrams for Weyl groups by attaching a Carter diagram to each reduced reflection factorization of a group element. A complete classification of these diagrams is provided for all finite types, including exceptional ones \((\mathsf{E}_{6}, \mathsf{E}_{7}, \mathsf{E}_{8}, \mathsf{F}_{4}, {\mathsf{G}}_{2})\).\N\NIt is shown that such a diagram is cyclically orientable if and only if it is isomorphic to the underlying graph of a quiver which is mutation-equivalent to a Dynkin quiver (Theorem~1). Moreover, these diagrams encode a natural presentation of the Weyl group as reflection group, as observed by \textit{P. J. Cameron} et al. [J. Algebra 164, No. 1, 173--209 (1994; Zbl 0802.05043)] and by \textit{M. Barot} and \textit{R. J. Marsh} [Trans. Am. Math. Soc. 367, No. 3, 1945--1967 (2015; Zbl 1444.20026)].
