Let \(H\) be a Hopf algebra over a field \(k\). In this paper the authors initiate a study of simple partial \(H\)-comodules as introduced in [\textit{M. M. S. Alves} et al., J. Algebra 577, 74--135 (2021; Zbl 1469.16065)].\N\NOne of the main results of the paper is a construction of a partial \(H\)-comodule from a so-called subcentral idempotent element \(e\) of \(H\). These comodules are cotensor products \(W {\square^{\overline{H}_e}} He\), where \(W\) is a right comodule of a certain quotient coalgebra \(\overline{H}_e\).\N\NThe authors conjecture on the one side that the construction produces simple partial comodules when \(W\) is simple and the right coideal subalgebra generated by \(e\) is finite-dimensional (Conjecture A) and, on the other side, that every simple partial \(H\)-comodule arises in this form (Conjecture B). These would entail that for finite-dimensional cosemisimple \(H\), the construction exhausts the partial simple \(H\)-comodules, as \(W\) runs over simple \(\overline{H}_e\)-comodules, since the category of partial \(H\)-comodules is in turn conjectured to be semisimple.\N\NConjecture B is shown to be true for 1-dimensional partial comodules when the antipode of \(H\) is bijective. When \(H\) is a finite group algebra, Conjecture A is shown to be true and a necessary and sufficient condition for two simple partial comodules arising from the main construction to be isomorphic is given.
