    \textit{A conjugating endomorphism} of a group \(G\) is an endomorphism \(\alpha\) such that for each \(g \in G\), there exists \(k_{g} \in G\), depending on \(g\), so that \(\alpha(g)=k_{g}^{-1}gk_{g}\). A group \(G\) has \textit{Property E} if, for each conjugating endomorphism \(\alpha\) of \(G\), there exists a single element \(k \in G\) such that \(\alpha(g)=k^{-1}gk\) for all \(g \in G\), that is \(\alpha=\)Inn\(k\). In this paper, the authors show that fundamental groups of Seifert fibered spaces over non-orientable surfaces have Property E. They also show that outer automorphism groups of Seifert groups over non-orientable surfaces \(G_{2}(s,r)\), \(s>0\) are residually finite. In [\textit{R. B. J. T.Allenby, G. Kim} and \textit{C. Y. Tang}, Outer automorphism groups of certain orientable Seifert 3-manifold groups. Providence, RI: American Mathematical Society (AMS). Contemporary Mathematics 421, 15--22 (2006; Zbl 1125.20024)], they proved that outer automorphism groups of almost all Seifert groups over orientable surfaces, except possibly \(G_{1}(0,3)\) and \(G_{1}(1,1)\) are residually finite. \textit{F. Waldhausen} [Ann. Math. (2) 87, 56--88 (1968; Zbl 0157.30603)], \textit{W. Heil} [Bull. Am. Math. Soc. 75, 772--775 (1969; Zbl 0176.21401)], \textit{P. Scott} [Topology 24, 341--351 (1985; Zbl 0576.57012)] and \textit{T. Soma} [Trans. Am. Math. Soc. 358, No.~9, 4057--4070 (2006; Zbl 1096.57014)] showed that mapping class groups of Seifert 3-manifolds are isomorphic to the outer automorphism groups of their fundamental groups. Using these results, the authors conclude that the mapping class groups of almost all Seifert 3-manifolds, except possibly those corresponding to \(G_{1}(0,3)\) and \(G_{1}(1,1)\), are residually finite and they conjecture that all outer automorphism groups of Seifert groups are residually finite.
