This paper sets itself into the rich and flourishing literature regarding the cohomology of homogeneous varieties \(G/P\), where \(G\) is a semisimple complex connected algebraic group and \(P\) is a parabolic subgroup. The cohomology \(H^*(G/P)\) of the flag variety \(G/P\) is generated over the integers by the closure of certain Schubert cells parameterized by the elements of a the Weil group of \(G\) associated to some maximal sub--torus. A very important problem is to establish conditions ensuring the non vanishing of the product of a given set of Schubert classes. The Horn recursion is related to such a problem: it holds for Grassmannians, i.e., the non-vanishing of the product of a set of Schubert cycles can be inferred from the non vanishing of similar products in smaller Grassmannians. The author extends Horn's recursion in the case of the cohomology of more general flag varieties than Grassmannians. The paper under review is very well organized. The main result, Theorem 2, is stated already in the nice introductory section of the paper, devoted to a general discussion and a brief history of Horn recursion for partial flag varieties. Section 2 collects the essential preliminaries on partial flag varieties, defining the Levi-movability device, already used by \textit{P. Belkhale} and \textit{S. Kumar} [Invent. Math. 166, No. 1, 185--228 (2006; Zbl 1106.14037)]. Section 3 deals with tangent spaces to flag varieties, reaching the climax in Section 4 where finally the Horn recursion for the structural constants of the cohomology of \(G/P\) is displayed and proven. The paper concludes with an essential but complete bibliography.
