    The authors consider scattering of a scalar wave by an obstacle with dispersive material parameters in a low-frequency regime. In particular, the authors obtain a modal approximation of the scattered field in the frequency domain by defining modes as perturbations of electro-static modes. Then, an approximation of the low-frequency part of the scattered field in the time domain is obtained as a finite sum of modes which oscillate at complex frequencies. Numerical results are presented to illustrate the validity of the approach.
