      The work provides a mathematical consideration of the electromagnetic processes, which results in the surface plasmon resonance in a medium filled by conductive nanoparticles. The consideration of the single-layer potential, which satisfies the jump conditions on the particle's boundary, results in an integral equation on the considered surface. Respectively, its non-trivial solutions indicate resonances. The method is based on the full system of the Maxwell equations, for which the layer potential is analysed in the asymptotic approximation of a small volume. For this case, the polarization tensor is derived, analysed and the results are illustrated in details. The plots clearly demonstrate a single peak in a dependence on the incoming plane wave in the case of a single circular inclusion, two peaks for the elliptic inclusion and multiple peaks for the case of a system of circular inclusions. They have a clear resonant shape for the realistic electrical characteristics; thus, these results can guide practical physical studies of technical complex media.
