This paper introduces the concept of stability radius for time varying linear systems. Invariance properties of the stability radius are analysed for the group of Bohl transformations. A relationship between the stability radius, the norm of certain perturbation operators and the solvability of a kind of Riccati differential equation is also investigated. The theory is applied by constructing robust Lyapunov functionals which are used to analyze robustness with respect to nonlinear perturbations.
