Abstract: Let Phi be a concave function on (0,infty) of strictly lower type pPhiin(0,1] and omegainAinftymathopmathrmloc(mathbbRn). We introduce the weighted local Orlicz-Hardy space homegaPhi(mathbbRn) via the local grand maximal function. Let ho(t)equivt1/Phi1(t1) for all tin(0,infty). We also introduce the mathopmathrmBMO-type space mathopmathrmbmoho,,omega(mathbbRn) and establish the duality between homegaPhi(mathbbRn) and mathopmathrmbmoho,,omega(mathbbRn). Several real-varaiable characterizations of homegaPhi(mathbbRn) are presented. Using the atomic characterization, we prove the existence of finite atomic decompositions achieving the norm in some dense subspaces of homegaPhi(mathbbRn). As applications, we show that the local Riesz transforms are bounded on homegaPhi(mathbbRn), the local fractional integrals are bounded from {

ormalsizehomegapp(mathbbRn)} to { ormalsizeLomegaqq(mathbbRn)} when q>1 and from { ormalsizehomegapp(mathbbRn)} to {

ormalsizehomegaqq(mathbbRn)} when qle1, and some pseudo-differential operators are also bounded on both homegaPhi(mathbbRn). All results for any general Phi even when omegaequiv1 are new.
