This paper deals with the transmission problem for the Laplace equation $\Delta u=0$ on an infinite 3-dimensional wedge with opening angle $\alpha\ne\pi$. The set of $\varepsilon\in\mathbb{C}$ for which the problem is ill posed is called the spectrum and depends on the interface $\Gamma$ dividing $\mathbb{R}^3$ into interior and exterior domains. Therefore, one has to determine the complex parameters for which the problem is well-posed and to characterize the infinite multiplicity structure of the spectrum. The author imposes two different sets of conditions on the problem, namely (L) and (E). In the case (L) the interior/exterior non-tangential maximal function of $\nabla u$ belongs to $L^2$ and in the case (E) the energy \[ \int_{\mathbb{R}^3} |\nabla u|^2\,dV<\infty. \] The proofs of the main results -- Theorems A, B and Corollaries A, B -- are based on the layer-potential method. More precisely, explicit harmonic analysis for the non-commutative and non-unimodular $ax+b$ group is used and pseudodifferential operators of Melin type (see, for example, [\textit{J. Elschner}, Math. Nachr. 130, 267--305 (1987; Zbl 0663.35100); \textit{J. E. Lewis} and \textit{C. Parenti}, Commun. Partial Differ. Equations 8, 477--544 (1983; Zbl 0532.35085)]) are applied.
