The author studies the spectrum and spectral singularities of the pencil of Sturm Liouville operator \(L\) generated by the differential expression \[ ly = y'' -\sum_{K=0}^{n-1} \lambda^k q_k (x) y -\lambda^n q_n \] on the half line with the boundary condition \[ \int_0^\infty K(x) y(x)\,dx + \alpha y' (0) -\beta y(0) =0. \] Here \(q_1, q_2,\dots\) and \(q_{n-1}\) are complex valued differentiable functions while \(K\) is assumed to be square integrable. Extending results of \textit{A. M. Krall} \textit{E. Bairamov} and \textit{Ö. Cakar} [J. Differ. Equ. 151, 252--267 (1999; Zbl 0927.34063)] the author shows that \(L\) has a finite number of eigenvalues and spectral singularities if the following conditions hold \[ \lim_{x\to\infty} q_k (x) =0, \quad \sup_{x} \left\{ e^{\varepsilon \sqrt x} \left[\sum_{k=0}^{n-1} | q_k' (x) | + | K(x)| \right]\right\} <\infty, \quad \varepsilon > 0. \]
