The levels referred to in the title of the paper under review are degeneration levels in the sense of algebraic deformation theory. Thus, the main problem addressed here is to classify the algebra laws that require two nontrivial degeneration steps in order to reach the abelian algebra law. This problem is studied in the framework of the algebra law varieties consisting of Leibniz algebras and nilpotent algebras, respectively. The preliminary classification of level-one algebras was obtained by \textit{A. Kh. Khudoyberdiyev} and \textit{B. A. Omirov} [Linear Algebra Appl. 439, No. 11, 3460--3463 (2013; Zbl 1286.17006)].
