The paper is a first part of the series of three papers devoted to the study of the properties of reflectionless measures for Calderon-Zygmund operators. The obtained results are proved as consequences of a certain technical result called the Collapse Lemma which provides a link between the density of reflectionless measure \(\mu\) in a ball centered on the support of \(\mu\) and the size of a certain modified potential \(\overline{T}_\mu(1)\) of \(\mu\) in the same ball. Let us formulate two consequences. Assume that \(\mu\) is a reflectionless measure satisfying the growth condition \(\mu(B(x,r))\leq r^s\) for every ball \(B(x,r)\). Suppose \(\varepsilon>0\). 1: (Non-degeneracy). There exist \(M=M(\varepsilon)>0\) and \(\tau=\tau(\varepsilon)>0\) such that if \(|\overline{T}_\mu(1)(x)|>\varepsilon\), then \(\mu(B(x,Mr))\geq \tau r^s\). 2: (Porosity). There is a constant \(c(\varepsilon)>0\) such that whenever \[ \frac{1}{m_d(B(x,r))}\int_{B(x,r)}|\overline{T}_\mu(1)|dm_d>\varepsilon \] for a ball \(B(x,r)\), there is a ball \(B'\subset B(x,r)\) of radius \(c(\varepsilon)r\) that is disjoint from the support of \(\mu\) (here \(m_d\) denotes the \(d\)-dimensional Lebesgue measure).
