A crossed simplicial group $\Delta \mathfrak{G}$ is a certain category which gives a generalization of the simplex category $\Delta $ in order to allow group actions. This notion was introduced by \textit{R. Krasauskas} in [Lith. Math. J. 27, No. 1, 47--54 (1987; Zbl 0632.18007); translation from Lit. Mat. Sb. 27, No. 1, 89--99 (1987)] under the name of skew-simplicial set and a bit later and independently by \textit{Z. Fiedorowicz} and \textit{J.-L. Loday} [Trans. Am. Math. Soc. 326, No. 1, 57--87 (1991; Zbl 0755.18005)]. The author of the paper under review is primarily interested in compact planar crossed simplicial groups. For this kind of crossed simplicial groups, the geometric realization $|\Delta \mathfrak{G}|$ of their underlying simplicial set is a compact planar Lie group. If $\mathbf{Top}^G$ denotes the category of $G$-spaces (for a given group $G$) and $\Delta \mathfrak{G}\text{-}\mathbf{Set}$ denotes the presheaf category of a planar crossed simplicial group $\Delta \mathfrak{G}$, then the author considers a realization-singular type adjunction \[ |-|_{\mathfrak{G}}:\Delta \mathfrak{G}\text{-}\mathbf{Set}\leftrightarrows \mathbf{Top}^{|\mathfrak{G}|}:S_{\mathfrak{G}} \] Taking three certain Quillen model structures on $\mathbf{Top}^{|\mathfrak{G}|}$ (called weak, strong and coupled models) the author introduces the corresponding model structures on the presheaf category $\Delta \mathfrak{G}\text{-}\mathbf{Set}$ in such a way that the above adjunction is a Quillen equivalence. All the machinery above is used by the author to introduce Quillen model category structures on the category of simplicial presheaves with a compact planar Lie group action on a small Grothendieck site. To finish the paper, the author gives an interesting characterization of (equivariant) cohomology theories on a site in terms of derived mapping spaces.
