Let \(Q_{r}=\{ x=(x_{1}, \cdots, x_{n}) \in \mathbb{R}^n: \max_{j=1,\cdots, n} |x_{j}| < r \}\) for \(r > 0\). We denote by \(\mathcal{D}(Q_{r})\) the set of all dyadic cubes included in the set \(Q_{r}\), and given a cube \(Q\), we denote by \(l(Q)\) its side length and by \(|Q|\) its volume. Let \(1 \leq p \leq \infty,\;\sigma \geq 0\) and \(-n/p \leq \lambda \leq 0\). Define a \(\dot{B}_{\sigma}\)-Morrey space \(\dot{B}_{\sigma}(L_{p,\lambda})(\mathbb{R}^n)\) as the set of all \(f \in L_{loc}^p(\mathbb{R}^n)\) such that \(||f||_{\dot{B}_{\sigma}(L_{p,\lambda})} < \infty\) where \[ ||f||_{\dot{B}_{\sigma}(L_{p,\lambda})}= \sup_{r>0}\frac{1}{r^{\sigma}} \left\{ \sup_{Q \in \mathcal{D}(Q_{r})}\frac{1}{l(Q)^{\lambda}} \left(\frac{1}{|Q|}\int_{Q}|f(y)|^p\,dy\right)^{1/p} \right\}. \] We can define \(\dot{B}_{\sigma}\)-Lipschitz spaces \(\dot{B}_{\sigma}({\text{Lip}}_{\theta})(\mathbb{R}^n)\) in the same way. The main aim of this paper is to give characterizations of these function spaces \(\dot{B}_{\sigma}(L_{p,\lambda})(\mathbb{R}^n)\) and \(\dot{B}_{\sigma}({\text{Lip}}_{\theta})(\mathbb{R}^n)\). As application, the boundedness of Riesz potential operators on the function spaces \(\dot{B}_{\sigma}(L_{p,\lambda})(\mathbb{R}^n)\) and \(\dot{B}_{\sigma}({\text{Lip}}_{\theta})(\mathbb{R}^n)\) is discussed. The \(\dot{B}_{\sigma}\)-Morrey space \(\dot{B}_{\sigma}(L_{p,\lambda})(\mathbb{R}^n)\) and the \(\dot{B}_{\sigma}\)-Lipschitz space \(\dot{B}_{\sigma}({\text{Lip}}_{\theta})(\mathbb{R}^n)\) are the same as special cases given by \textit{S. Jaffard} [Ann. Fac. Sci. Toulouse, Math. (6) 15, No. 1, 3--33 (2006; Zbl 1166.42019)].
