This article discusses some results on polar sets that go back to G. C. Evans and G. Choquet. Specifically, given any polar \(K_\sigma\)-set \(P\), there exists a finite measure \(\mu\) on \(P\) such that its potential \(G\mu\) is infinite on \(P\), and a set \(P\) admits a finite measure \(\mu\) on \(P\) such that \(G\mu\) is infinite exactly on \(P\) if and only if \(P\) is a polar \(G_\delta\)-set. The authors show that these results can be obtained using an elementary metric sweeping of measures and no potential theory arguments, provided that the general kernel \(G\) satisfies locally the condition \[ \min\big\{ G(x,z), G(y,z)\big\}\leq C G(x,y). \]
