A parametric optimal control problem for semilinear elliptic partial differential equations is considered. Unilateral constraints are presented and the objective functional is not convex. Sufficient assumptions, involving first-order optimality conditions, are found such that the optimal solution map is upper semicontinuous at a given reference point.
