In [Lith. Math. J. 47, No. 1, 32--47 (2007; Zbl 1151.11341)] \textit{H. Mishou} proved the joint universality of the Riemann zeta-function and the Hurwitz zeta-function with transcendental parameter. Such a theorem with an algebraic irrational parameter is an open problem. In this paper some results in this direction are obtained. In particular, the author proved that there exists a nonempty closed subset of a two-dimensional set of analytic functions such that every pair in it is approximated by the shifts \((\zeta(s + i\tau), \zeta(s + i\tau, \alpha))\), where \(\zeta(s)\) is the Riemann zeta-function and \(\zeta(s,\alpha)\) is the Hurwitz zeta-function with algebraic irrational parameter \(\alpha\).
