This paper is a step towards the classification of all semisimple Hopf algebras over an algebraically closed field \(k\) of characteristic 0, whose dimension is a power of 2. More specifically, Hopf algebras of dimension \(2^{m}\) , with an abelian group \(G\) of order \(2^{m-1}\) as group of group-like elements are studied. Such a Hopf algebra is equivalent to a bicrossed product of \((kG)^*\) and \(kL\), where \(L\) is the cyclic group of order two. Then a morphism \(\Psi\) from the group of equivalence classes of such Hopf algebras, \(H^2(kL,(kG)^*)\) to the Schur multiplier \(M(G)\) is constructed, and it is shown that \(\text{Ker} \Psi\cong H^2(L,\hat{G})\) and \(\text{Im}\Psi\) is a subgroup of a certain subgroup \(M(G)^{-}\). This gives an upper bound on the number of equivalence classes, and, as a consequence, an upper bound on the number of isomorphism classes is obtained. This can be made more explicit in the case where \(m=2n+1\) with \(n\geq 2\) and \(G={\mathbb Z}_{2^n}\times {\mathbb Z}_{2^n}\). The most explicit result is obtained in the case where \(m=32\) and \(G={\mathbb Z}_4\times {\mathbb Z}_4\): there are precisely 16 non-isomorphic such Hopf algebras. For Part I, see [the author, ibid. 6, No. 4, 393--425 (2003; Zbl 1040.16025)].
