For any Hopf algebra \(\mathcal H\) equipped with a character (i.e., a non-zero algebra map \(\delta:{\mathcal H}\to\mathbb{C}\)) the author gives a construction of the Connes-Moscovici cyclic cohomology under the condition that \(S_\delta^2=id\), where \(S_\delta=\delta*S\). This solves a problem raised by \textit{A. Connes} and \textit{H. Moscovici} [Commun. Math. Phys. 198, No. 1, 199-246 (1998; Zbl 0940.58005)]. The author also defines a non-commutative Weil complex, connecting the work of Gelfand and Smirnov with cyclic cohomology. The non-commutative Weil complex is used to define the characteristic maps associated to higher traces. The construction of the characteristic map is inspired by the usual Chern--Weil homomorphism and of the secondary characteristic classes for foliations.
