Irregular boundary value problems for second-order elliptic differential-operator equations with parameter are studied. Sufficient conditions are established which guarantee that those problems are noncoercive in both the space variable and the spectral parameter in any angle that does not contain the negative semi-axis. The results proved in the paper show that the maximal \(I_p\)-regularity does not hold in the irregular case.
