      Let \(P\) and \(Q\) be summable complex-valued functions on \((0, \pi)\). Suppose that the rows of the complex matrix\N\[\NA=\begin{pmatrix} a_{11} &a_{12} &a_{13} &a_{14}\\\Na_{21} &a_{22} &a_{23} &a_{24} \end{pmatrix}\N\]\Nare linearly independent and \(A_{jk}\) is the determinant of the matrix defined by columns \(j\) and \(k\) of \(A\). Continuing his study of [Math. Nachr. 297, No. 7, 2468--2487 (2024; Zbl 07903091)], the author shows that the Dirac system\N\[\N\begin{pmatrix} -i &0\\\N0&i \end{pmatrix} y' + \begin{pmatrix} 0 &P\\\NQ &0\end{pmatrix} y = \lambda y\N\]\Nwith two-point boundary conditions\N\[\Na_{j1} y_1(0) + a_{j2} y_2(0) + a_{j3} y_1(\pi) + a_{j4} y_2(\pi) = 0 \quad (j\in\{1,2\})\N\]\Nhas a complete and minimal root function system if\N\[\NA_{14}A_{32} = A_{13} = A_{24} =0,\N\]\None of the numbers \(A_{14}\), \(A_{32}\) is not zero and an integral means of \(P\) or \(Q\) at the interval ends is satisfied.
